This is why the shift towards housing-led approaches to homelessness is so important. Rather than viewing housing as the final step after a person has overcome homelessness, housing can become the foundation from which people can access support, stability, employment, education and community.
But if we are going to embrace this approach, we also need to rethink how we design and build the homes themselves.
Could we create homes that are beautiful, sustainable, affordable, energy efficient and quick to deliver — while also being designed around the people who will live in them?

Sustainable Affordable Housing should be the beginning, not the reward
Traditional approaches to homelessness have often placed considerable emphasis on temporary accommodation, hostels and supported housing.
These services can play an important role, particularly where people need immediate support. But for many people experiencing homelessness, the ultimate objective is a stable, permanent home.
A housing-led approach turns that sequence around.
Instead of expecting someone to resolve every challenge in their life before being able to access a permanent home, secure housing can provide the stability needed to address those challenges.
This principle sits at the heart of Housing First, which has increasingly influenced homelessness policy and practice internationally.
But providing permanent accommodation is only part of the equation.
If we are serious about creating sustainable solutions to homelessness, we need to think carefully about the homes themselves.
What makes a house a home?
For someone moving out of homelessness, the difference between accommodation and a home can be profound.
A home should provide privacy, security and dignity. It should feel safe and welcoming rather than institutional.
It should also be somewhere that a person can imagine staying for the long term.
That means design matters.
Natural light, good insulation, comfortable temperatures, adequate space, access to outdoor areas and a connection with the surrounding community are not simply aesthetic considerations. They contribute to the quality of the living environment.
The same principle applies to the wider neighbourhood.
A home that is physically isolated, poorly connected to transport or separated from local services can create different challenges from one that is integrated into an existing community.
This is where the principles of the New European Bauhaus provide an interesting framework: bringing together sustainability, aesthetics and inclusion rather than treating them as separate objectives.
The future of homelessness housing should not be about providing the cheapest possible unit.
It should be about creating good homes that happen to provide an important social purpose.
Sustainable affordable housing should not be a luxury
There is another challenge.
People experiencing homelessness are particularly vulnerable to the consequences of poor-quality housing.
A poorly insulated home can be expensive to heat. Poor ventilation can affect indoor environmental quality. Inefficient buildings can leave residents exposed to rising energy costs.

A genuinely sustainable home should consider its environmental impact throughout its life.
That includes the materials used to construct it, the amount of energy required to operate it, the amount of waste generated during construction and what happens to the building and its materials at the end of their useful life.
This is why the conversation around homelessness should increasingly connect with the wider transition towards low-carbon and sustainable construction.
Social outcomes and environmental outcomes do not have to compete.
With the right approach, they can reinforce each other.
Can we build better sustainable affordable housing faster?
There is also a practical issue.
The UK needs more housing, while the construction sector faces well-known challenges around labour availability, construction costs, productivity and programme certainty.
Traditional construction methods can be highly effective, but they are not always the only answer.
Modern methods of construction, modular approaches and off-site manufacturing can offer opportunities to rethink how homes are delivered.
Components can potentially be manufactured in controlled environments, improving consistency and reducing waste. Construction activities can be moved away from challenging sites, while greater levels of pre-manufacture can shorten the amount of work required on site.
For housing providers and local authorities, this could potentially create a more predictable route from design to completed homes.
But speed should never come at the expense of quality.
The opportunity is to use modern construction methods to achieve both.
Moving beyond the idea of “temporary accommodation”
One of the most important changes we could make is cultural.
We should stop assuming that housing for people experiencing homelessness needs to look or feel different from good-quality housing for anyone else.
A permanent home should be a permanent home.
It should be designed with the same consideration for comfort, appearance, energy efficiency and dignity as any other home.
That does not necessarily mean expensive architecture or large houses.
Good design is often about making intelligent decisions with limited resources.
A compact, highly efficient home can still be attractive, comfortable and adaptable.
The challenge is to design housing around human needs rather than institutional assumptions.
Designing for communities, not just buildings
Another important consideration is where new homes are located.
Homelessness is not solved simply by constructing individual units.
People need access to employment, education, healthcare, shops, public transport, green space and social networks.
That means successful housing-led projects need to consider the wider neighbourhood.
This is particularly relevant when developing new housing on underused or challenging sites.
Could land that is currently vacant, underused or awaiting redevelopment provide an opportunity for high-quality homes?
Could new housing be integrated into existing communities rather than creating isolated developments?
Could residents be involved in shaping aspects of their homes and neighbourhoods?
These questions move the discussion beyond construction and towards place-making.
And that is an important distinction.
We are not simply trying to build more buildings.
We are trying to create places where people can live.
A different way of bringing organisations together
Tackling homelessness is too complex for one organisation to solve alone.
Local authorities understand local housing need. Housing providers understand tenancy and support requirements. Charities and community organisations understand the experiences of people facing homelessness.
Architects bring design expertise. Universities can contribute research and evaluation. Manufacturers can develop new construction approaches. Businesses and landowners may have opportunities to contribute sites, funding or expertise.
Bringing these perspectives together creates the possibility of developing solutions that are both practical and scalable.
This collaborative approach is particularly relevant to the emerging European focus on housing-led approaches to homelessness.
Rather than asking one organisation to provide the complete answer, we can create partnerships capable of testing new approaches in real communities, measuring the results and learning what can be replicated elsewhere.
From demonstration projects to scalable solutions
A successful pilot project is useful.
A model that can be replicated is potentially transformative.
That means thinking about scalability from the beginning.
How much does each home cost?
How quickly can it be delivered?
What land can it work on?
Can the construction system be manufactured at scale?
How does it perform operationally?
Can local authorities and housing providers procure it?
Can it meet regulatory, insurance and warranty requirements?
And, perhaps most importantly, do residents actually want to live in it?
These questions are essential if innovative approaches are going to move beyond individual demonstration projects.
The construction industry has no shortage of innovative ideas.
The real challenge is creating the conditions in which those ideas can become normal, affordable and repeatable ways of building.
Rethinking what we mean by affordable housing
Affordability should also be considered over the lifetime of a home.
A building with a low initial construction cost but high energy consumption may not represent the best long-term value.
Conversely, investing in better insulation, efficient building systems and durable materials may increase upfront costs while reducing running costs and environmental impact over many years.
This suggests that we need to look beyond the initial capital cost.
The question should be:
What is the whole-life value of the home?
For residents, that includes energy bills, comfort and quality of life.
For housing providers, it includes maintenance, durability and operational costs.
For society, it includes environmental impact, health, wellbeing and the long-term consequences of housing insecurity.
Taking this broader view could fundamentally change how we evaluate affordable and social housing.
Building sustainable affordable housing with dignity at their centre
The homelessness challenge is enormous, but it also presents an opportunity to rethink some of the assumptions embedded in conventional housing delivery.
What if housing for people experiencing homelessness became a proving ground for some of the best ideas in sustainable construction?
What if homes were designed to be beautiful as well as efficient?
What if low-carbon materials and modern construction methods helped reduce construction waste and programme times?
What if residents were involved in the design process?
What if housing was integrated into existing communities rather than separated from them?
And what if the lessons learned could then be applied to wider affordable housing?
These are not simply construction questions.
They are questions about how we want our communities to work.
A new model for housing-led homelessness solutions
